Procure a Supported Housing Service for Offenders under the supervision of National Probation Service |

Why are you proposing this? What are the desired outcomes? |
The service will support Offenders under the supervision of National Probation Service who are either at risk of, or experiencing homelessness by delivering Housing Related support in a mix of designated properties and floating support.
The service is jointly commissioned with NPS who provide professional Probation input, the commissioned support will focus on addressing root causes of people’s housing challenges, such as financial management and navigating complex systems whilst also supporting people to manage and address their own mental and physical health needs.
The Service will reduce homelessness amongst ex-offenders which is a key driver of reoffending behaviour, reducing homelessness and improving community safety across North Yorkshire. |

Second Homes Council Tax funding of approximately £315,000 per year will be allocated to the project from October 2026, operational support from HAS and Housing will be wrapped around the service to maximise outcomes.
